European Parliament member visits Kashmir

Jammu, Feb 23 (IANS) A British member of the European Parliament who has challenged its report on Jammu and Kashmir examined first hand the rescue work undertaken in the wake of the October 2005 killer quake, as also the transparency in tackling militancy and human rights issues.

The Jammu and Kashmir government Thursday gave Richard Howitt a detailed demonstration of what happened and what it did to rescue and rehabilitate the people in the north-western part of the Kashmir Valley hit by the October 8, 2005 quake.

The European Parliament's report complimented the Indian effort in rescuing and rehabilitating the quake victims and criticized Pakistan for not doing enough for the devastated population in the part of Kashmir under its control.

However, Richard Howitt challenged the report and wanted amendments to be incorporated. The report titled "Kashmir: Present situation and future prospects" has been authored by Member of European Parliament (MEP) Emma Nicholson.

Finance Secretary B.B. Vyas, who was divisional commissioner Kashmir when the quake hit the area, demonstrated to Howitt how the entire rescue, relief and rehabilitation effort was carried out much before the onset of the winter to house a population of more than 100,000 affected people.

The MEP from Britain, who is also a Labour Party spokesperson of foreign affairs at the European Parliament, arrived in Jammu Friday after having visited Pakistan occupied Kashmir (PoK) and the Kashmir Valley. He interacted personally with leaders and officials to get first hand knowledge of how things were moving in the two parts of Kashmir divided by the Line of Control.

During his visit he also met PoK Prime Minister Sardar Attique Khan.

Pakistan had launched a campaign against the draft report of the European Parliament and termed it as a "one-sided and unrealistic document".

On transparency in political, administrative and human rights issues in Jammu and Kashmir, he was informed about regular elections and the freedom for expression of dissent. He was also told about the arrest of the police officials involved in the staged killings. The briefing was done by financial commissioner (Home), and the two senior most police officers, including Director General of Police Gopal Sharma.

Richard Howitt was also told about how the armed forces have been working in tandem with the civil administration in improving the situation in the state.

The MEP would be visiting migrant camps of Kashmiri Hindus Saturday before leaving Kashmir.
