Drugs to figure in talks when Peru's President Garcia visits Colombia

Lima, March 27 (NNN-PRENSA LATINA) The fight against drugs will be a major issue of talks during Peruvian President Alan Garcia’s official visit to Colombia on Wednesday, Foreign Minister Jose Garcia Belaunde said here Monday.

The minister said Garcia will discuss the issue with President Alvaro Uribe, and reiterated the proposal of an Anti-Drug Summit, with participation of producing countries, such as Colombia and Peru, and the consumers, the United States and European Union.

The proposed summit would discuss successes and weaknesses in the war against narcotics, which has been monopolized by the United States and has largely failed, and explore possibilities for a new strategy against the illegal business.

Meanwhile, Bolivia’s Ambassador to Peru, Franz Solano, Monday called for the solution of Chilean disputes with Bolivia and Peru and for Chile and Peru to decide their maritime demarcation.

In remarks to the Peruvian state-run Andina news agency, Solano supported Lima’s request for Santiago to negotiate the definition of their common sea border.

"I think Peru is right to urge for a demarcation," he said in reply to a question about the still unresolved Peruvian demand to tackle the issue.

Chile claims that the border was set through fishing agreements which are fully in its favour, while Peru argues that these were not demarcation agreements, and therefore, such a covenant is needed.

The ambassador welcomed official remarks from Peru that Lima will not be an obstacle for Bolivia to recover a sea outlet through Chilean territory.

To give Bolivia such a concession without losing continuity of territory, Chile might have to cede areas subject to a bilateral agreement with Peru.

These territories were conquered by Chile in the War of the Pacific (1879-1884), when it annexed the entire Pacific coast.
